Global vs Local Moon Sighting: Ittihad al-Matali, Ikhtilaf al-Matali and the Quest for a Unified Hijri Calendar

The Short Answer

Matla is the horizon at which the new crescent is seen. Ittihad al-matali holds that one confirmed sighting anywhere binds all Muslims; ikhtilaf al-matali holds that each region acts on its own horizon. Both accept sighting, or its possibility, as the trigger: the dispute is about how far one sighting reaches, not about calculation against sighting. That is why one lunar month can begin on different days in different countries.

Every Ramadan, the same scene plays out across continents. A credible sighting is announced in Morocco on Tuesday evening. Mosques in Indonesia begin fasting on Wednesday. Communities in parts of Britain and North America hold out until Thursday, because their local committee insists on a confirmed sighting from their own horizon. Three start dates, one lunar month, one global ummah. The crescent did not multiply; the rulings did.

Understanding why this happens requires separating two genuinely distinct problems: the astronomical problem (where on Earth is the crescent visible, and when?) and the jurisprudential problem (whose sighting has legal weight for whom?). These problems are frequently tangled in popular discourse. Unravelling them is the first step toward any meaningful conversation about calendar unification. Both rest on the same foundation: how the Islamic lunar calendar works, where each month begins only once the new crescent is established.

The key Arabic term at the heart of the jurisprudential dispute is matla (plural: matali). It refers to the horizon or locality at which the new crescent rises or becomes visible. The debate about matali is a debate about geographic scope: does a valid sighting at one matla legally bind Muslims at every other matla on Earth, or does each region act on what its own sky shows? To understand the orbital mechanics of why the crescent is visible in some places before others, see why the crescent is visible in some countries but not others. This article focuses on what Islam's legal schools do with that astronomical reality once the crescent appears.

What Matla Means: A Definition

Matla (Arabic: مطلع, plural: matali) is the horizon or locality at which the new crescent becomes visible. In jurisprudence, the debate surrounding matali centres on a single question: if one group of Muslims somewhere on Earth witnesses the crescent, does that sighting oblige every Muslim on Earth to begin or end the month, or only those who share roughly the same horizon?

Two opposing doctrines have crystallised around this question:

• Ittihad al-Matali (unity of horizons): one credible sighting anywhere on Earth obliges the whole ummah. The Earth is treated as a single legal horizon.
• Ikhtilaf al-Matali (difference of horizons): each region or locality acts on its own sighting, because horizons differ and the crescent may not yet be visible elsewhere.

A critical point to clarify at the outset: both positions accept actual sighting (or the possibility of sighting) as the legal trigger for beginning the month. The disagreement is not about calculation versus sighting; it is about the geographic scope of a valid sighting. A scholar can favour a calculation-based approach and still hold a local-scope view, or favour naked-eye sighting and still hold a global-scope view. Conflating the ittihad or ikhtilaf question with the calculation versus sighting debate is one of the most common errors in popular discussions of Islamic calendar reform.

The Textual Evidence on Each Side

The Case for Ittihad al-Matali

Scholars who hold the global-sighting position point to the apparent generality of the prophetic commands regarding Ramadan. The commands to fast upon sighting (fa-sumu li-ru'yatihi) and to break the fast upon sighting (wa-aftiru li-ru'yatihi), recorded in both Sahih al-Bukhari and Sahih Muslim, carry no geographical restriction. The address is to the ummah collectively. Proponents argue that imposing a regional boundary is an addition not present in the text, and that the unity of Islamic religious observance (one Ramadan, not many local Ramadans) is itself a value the religion promotes.

The Case for Ikhtilaf al-Matali

The opposing position draws its most powerful evidence from a single hadith known as the hadith of Kurayb, recorded in Sahih Muslim (1087). Kurayb travelled from Medina to Damascus (Sham) with a message for Mu'awiya. While in Damascus, he saw the Ramadan crescent on Friday night along with the people there. When he returned to Medina, Ibn Abbas asked him when he had first sighted the moon. Kurayb replied: Friday night. Ibn Abbas said: "We saw it on Saturday night, so we will continue fasting until we complete thirty days or we sight it." Then Ibn Abbas added: "The Prophet (peace be upon him) commanded us so." Ibn Abbas did not accept the Damascus sighting for Medina, effectively ruling that each locality has its own sighting. Scholars who hold this position often cite the principle li-kulli ahl baladin ru'yatuhum: each town has its own sighting.

A Note on Madhab Attribution

A widespread misconception holds that global sighting is simply "the Hanafi position." This requires nuance. Classical scholars across the Hanafi, Maliki and Hanbali schools generally leaned toward ittihad al-matali, but Hanafi application was historically often restricted to nearby regions rather than the entire globe. The Shafi'i school is most consistently associated with ikhtilaf al-matali and specified distance thresholds beyond which a remote sighting would not be binding. Attributing global sighting uniformly to one school, or local sighting uniformly to another, flattens a genuinely complex tradition.

It is also worth noting that scholars who favour global sighting do not thereby endorse treating a single country (such as Saudi Arabia) as the sole reference for all Muslims. A valid sighting in Nigeria, India, the United States or Fiji should, on their reasoning, carry identical weight. The question is universal validity, not delegated authority to one state.

Among prominent contemporary voices for local sighting was Sheikh Ibn Uthaymeen, who emphasised that the prophetic sunnah implied local observation and that the astronomical differences between horizons were legally relevant.

Where Calculation Enters: Wujud al-Hilal vs Imkan al-Rukya

Once the global-versus-local question is settled in principle, a second layer of dispute arises when calculation is introduced as the basis for determining whether the crescent has been "sighted." Two key doctrines have emerged, particularly in Southeast Asian scholarship:

Wujud al-Hilal (Existence of the Crescent)

The Wujud al-Hilal doctrine, historically associated with the Indonesian organisation Muhammadiyah, holds that a new lunar month begins if, after conjunction (new moon), the Moon sets after the Sun and is above the horizon at sunset, regardless of altitude, elongation, or actual sightability by the human eye. The crescent's mere geometric existence above the horizon is sufficient. This approach shares structural similarities with the Umm al-Qura calendar rule used in Saudi Arabia for civil purposes: conjunction must occur before sunset, and the Moon must set after the Sun in Mecca.

The appeal of this doctrine is simplicity and predictability. Its limitation is that it can declare a new month on a night when no human eye, telescope or camera anywhere on Earth could possibly detect the crescent.

Imkan al-Rukya (Possibility of Sighting)

Imkan al-Rukya requires not merely that the crescent exist above the horizon but that it be calculably sightable. The most significant institutional expression of this doctrine in Southeast Asia is the MABIMS criterion, used by the religious authorities of Brunei, Indonesia, Malaysia and Singapore. The original MABIMS threshold required an altitude of at least 2 degrees and an elongation of at least 3 degrees, or an age of at least 8 hours. This older rule was updated in December 2021 and applied from 2022. The revised MABIMS 2022 criterion requires a topocentric altitude of at least 3 degrees and an elongation of at least 6.4 degrees.

The shift from the old rule to the new is scientifically significant. The 6.4-degree elongation floor is drawn directly from Mohammad Odeh's empirical analysis of the Danjon limit: below approximately 6.4 degrees of elongation, no reliable sighting has ever been confirmed and none is physically plausible. This is the same figure that underpins Odeh's V-value model used on this platform. For a detailed explanation of the physical reasoning, see the Danjon limit and crescent visibility physics.

The abandonment of moon age as a criterion deserves emphasis. The old 8-hour age rule was dropped precisely because age is a weak and often misleading predictor of visibility. Two crescents of identical age can have radically different visibility depending on the geometry of the Moon's orbit relative to the ecliptic. Elongation, arc of vision (ARCV) and crescent width are far more physically meaningful measures. Any criterion that still relies on moon age is working with outdated science.

A practical consequence: a Wujud al-Hilal calendar will sometimes declare a new month one full day before an Imkan al-Rukya calendar, creating a recurring one-day difference between institutions that are both, in principle, globally oriented.

Modern Criteria in Practice: A Comparison

The table below summarises the major approaches in use globally, making their assumptions explicit for easy comparison.

The Yallop and Odeh models are listed separately because they occupy a different category: they are empirically derived scientific visibility predictors, not jurisprudential rulings. They describe what the sky will actually do. Any fiqh criterion that contradicts them consistently is, on some level, contradicting reality. The platforms whose criteria align most closely with Yallop or Odeh zones are the most astronomically defensible, regardless of how the scope question is resolved.

The Push for a Unified Global Hijri Calendar

The matali debate is not only a classical fiqh problem; it is a live political and institutional question with an active reform movement.

Moroccan astronomer Jamaluddin Abd al-Raziq, working through the Astronomy Association of Morocco, developed a proposal known as at-Taqwim al-Qamari al-Islami al-Muwahhad (the Unified Islamic Lunar Calendar). The core idea is to anchor the start of each month to a calculation rule that treats Earth as a single horizon, ending the fragmentation caused by local sighting committees.

The most significant institutional step occurred at the International Hijri Calendar Union Congress, held in Istanbul from 28 to 30 May 2016. Delegates considered two options: a bi-zonal calendar splitting East and West, and a single unified global calendar. The Congress voted for the single unified calendar, treating the Earth as one horizon. The operative rule adopted was that the crescent must be sightable somewhere on Earth before the new day begins, with the new calendar day starting before midnight UTC. This is the practical, institutional embodiment of ittihad al-matali, translated into a concrete calculation rule.

The Istanbul decision was significant but not binding. Mufti Taqi Usmani and several traditional scholarly councils declined to accept the unified calendar, citing the primacy of actual physical sighting and the weight of the Kurayb hadith. Implementation stalled for reasons that are as much political and sociological as they are jurisprudential: without a recognised central Islamic authority, no institution can compel compliance, and local attachments to familiar practices prove durable.

Indonesia's moves from 2024 to 2025 toward a Kesepakatan Hari dan Tanggal Hijriah Global Tunggal (KHGT, a single global Hijri date agreement) represent the most current live attempt to break this impasse, proposing that Indonesia's own religious institutions align with a globally harmonised calculation-based rule rather than waiting indefinitely for a sighting from local observers.

How Hilal Vision Models the Question

The Hilal Vision platform takes an explicitly empirical, non-prescriptive position. It does not issue a fatwa or adopt a jurisprudential position on ittihad or ikhtilaf al-matali. What it does is compute the underlying astronomical reality with enough resolution that any doctrine can be applied to its output.

The global visibility map directly addresses the ittihad question: is the crescent visible anywhere on Earth tonight? A user or committee holding the global-sighting doctrine can see precisely where on the globe the crescent is predicted to be detectable, using either Yallop q-value bands or Odeh V-value regions. The single-location computation addresses the ikhtilaf question: is the crescent calculably visible from my matla specifically, at my longitude and latitude, on this date?

By surfacing both computations, the platform allows scholars, committees and individual users to apply their own doctrinal preference to the best available science, rather than receiving a pre-digested ruling they may not accept. The science is settled enough to tell us where and roughly when. What obligations flow from that is, appropriately, a question for jurisprudence.

Frequently Asked Questions

What does matla mean in Islam?

Matla (plural: matali) is the horizon or locality at which the new crescent is deemed visible. In fiqh, the question surrounding matali is whether one confirmed sighting at any horizon legally obliges all Muslims, or whether each region must rely on its own horizon's sighting.

What is the difference between ittihad al-matali and ikhtilaf al-matali?

Ittihad al-matali holds that one confirmed sighting anywhere on Earth obliges the whole ummah to begin or end the month. Ikhtilaf al-matali holds that each region or locality acts on its own sighting, because the crescent may not yet be visible from distant horizons.

Is global moon sighting the Hanafi position?

Not straightforwardly. Classical Hanafi scholars generally leaned toward ittihad al-matali, but in practice often limited the binding scope to nearby regions rather than the entire globe. The description of global sighting as simply "the Hanafi view" is an oversimplification. The Shafi'i school is most consistently associated with ikhtilaf al-matali.

What is the difference between Wujud al-Hilal and Imkan al-Rukya?

Wujud al-Hilal requires only that the crescent geometrically exist above the horizon at sunset after conjunction, regardless of whether it is physically sightable. Imkan al-Rukya requires that the crescent be calculably sightable. Under the updated MABIMS 2022 criterion, this means a topocentric altitude of at least 3 degrees and an elongation of at least 6.4 degrees. The practical result is that Wujud al-Hilal will often begin a month one day earlier than Imkan al-Rukya.

Did the Muslim world adopt the Istanbul 2016 unified calendar?

The International Hijri Calendar Union Congress in Istanbul approved the concept of a single unified global Hijri calendar in May 2016. However, it was not universally implemented. Several major scholarly authorities declined to adopt it, and without a recognised central Islamic governing body, implementation remains voluntary and incomplete.

Conclusion: A Settled Sky, an Unsettled Map

The crescent moon rises and sets according to orbital mechanics that are now known with extraordinary precision. The astronomical question of where and when it is visible is, in principle, answerable to within minutes and kilometres. What remains unsettled is not the sky; it is the jurisprudential map drawn over it.

The disagreement between those who begin Ramadan on different days is, at its deepest level, a disagreement about scope and authority: whose sighting counts, for whom, and decided by whom. Neither camp doubts the crescent; they doubt each other's right to speak for the ummah's horizon.

A few practical conclusions emerge from the evidence. Moon age is not a scientifically defensible criterion and should be retired from any modern standard. Elongation, arc of vision and crescent width are the real drivers of visibility, and the 6.4-degree Danjon-based floor in the revised MABIMS criterion represents the current best empirical threshold. Unification is as much a question of institutional trust and political authority as it is of astronomy. A universally accepted calculation criterion could, in principle, produce one global date; whether Muslims accept the institution proposing it is a separate question entirely.

Clear skies and happy sighting.
